Tealit
Tealit is the best resource for all expatriots living in Taiwan. This English-based website has a myriad resources: job postings, language exchange, personals, games, and information on Taiwan government and laws. You can check the receipt lottery or find yourself a Chinese tutor. A chatroom recently emerged which may be the most populated English-based chat room on Taiwan - though this is saying little. Overall, this is a one-stop place for finding information and connections.
ESL99
ESL99 is a website in the same vein as Tealit, though their system is a little more complex: you must sign up to post in every seperate section of the site. Still, you can find classifieds, language exchange, job postings, and some very interesting maps of Taiwan and its regions. Some poor coding means this site fails to work in firefox. Still, this is a must-use resource for people looking to expand their base in Taiwan.
Forumosa
Forumosa is the largest English-based forum in Taiwan. You can find happenings around Taiwan, pose questions to the group, and get a feel for the current zeigeist of Taiwanese foreigners. While sifting through tihs massive board can be somewhat daunting, you'll find some interesting people and a very dedicated community
Wikipedia - Taiwan
Wikipedia is the best place to go for a quick primer on Taiwan culture and scenery. You'll find an excellent amount of background information, including Taiwan's history of colonial rule and present-day issues with China's growing power.

This page contains a plethora of information right from the government of Taiwan's mouth.

Here is a man who has been in Taiwan a long time, and has made a no-frills website on some of the key things about setting up and maintaining a life in Taiwan. A great read with some great pictures.
